just a question more than anything....

just wondering if i could intergrate somthing like http://themeforest.net/item/leaf-a-news … der/154906

where by the user logs in goes through the email creation then clicks onto the html page where by i can preset all the edit tags (i would modify the script to create a static html page).

Would this work? Can simple cms allow php pages to "do there thing" as it were untill it sees a page that could be edited?

SimpleCMS can only edit static pages.

I'm not sure how that template works but if it uses a static file then you will be able to navigate to it using the address bar (next to the Sitemap).
